RCI 2990 No TX output

Test gear available: HP 8924c Service monitor
Symptoms: NO TX output.Does not have any Voltage on the pre driver 2sc2314

What is working: RX works Fine

What has been tried: Checked the Trans for shorts

Did it suddenly happen ?: Yes
Anything else that may be of help?:

I have Found that i have 8 volts on the emitter of Q38 on RX but only about 1.6 volts on the Base. with the Transistor removed.Anybody have any ideas??
