Would it be useful to upgrade the stock 2sb754 that is rated at 70 watts at tr51 on my Galaxy dx 44v with the 2sb817 that is rated at 100 watts for better stability after doing the ERF-2030 mod?

Yes,

But your finals should be running off of 13.8 volts right out of the filter choke.
